SECTION 001112- ADVERTISEMENT FOR BIDS

   

The Town of Huron invites bids for General Construction Work for The Town Hall Expansion located in the Town of Huron.   Separate sealed bids will be received by The Town of Huron Town Clerk, 10880 Lummisville Road, Wolcott, NY  14590 until 11:00 AM, local time on Tuesday, December 17, 2013, at which time they will publicly opened and read aloud.

   

Copies of the Bidding Documents may be obtained from the Town Clerk at the Town of Huron Town Hall (1-315-594-8074) beginning November 18, 2013 upon deposit of Fifty Dollars ($50.00) per set.  Checks for deposit for Contract Documents shall be made payable to Town of Huron.  Cash will not be acceptable as a deposit for the Contract Documents.  Prospective Bidders will be issued a maximum of one (1) set each.  Subcontractors, Material Suppliers, etc., will be issued a maximum of one (1) set each.  Any complete or partial sets required in excess of maximum issue are to be obtained, at their cost, with no money returned. Include, in addition to the document deposit, a non-refundable check in the amount of Thirty-Five Dollars ($35.00) per set for handling and postage of sets to be mailed.  All checks shall be made payable to Town of Huron.

   

Bidders to return sets within 30 days after the date of the Bid opening to the Town Clerk at the Town of Huron.

   

A Bidder, making the deposit required for the Bidding Documents, submitting a Proposal accompanied by a certified check or other security in accordance with the requirements contained in the plans and specifications and public advertisement for bids and if the copy of the plans
and specifications used by such Bidder, other than the successful Bidder is returned in good condition within thirty (30) days following the award of the contract covered by such plans and specifications, or rejection of the Bid, the full amount of such deposit for one copy of the plans and specifications shall be returned to such Bidder, including the successful Bidder.  Partial reimbursement, in an amount equal to the full amount of such deposit for one set of plans and specifications per unsuccessful bidder or non-bidder less the actual cost of reproduction of the plans and specifications, shall be made for the return of all other copies of the plans and specifications in good condition within thirty (30) days following the award of the contract or the rejection of the bids covered by such plans and specifications.

A Pre-Bid Conference for the Project will be conducted by the Architect/Engineer on Tuesday, December 03, 2013 at 11:00 AM at the Town of Huron Town Hall, 10880 Lummisville Road, Wolcott, NY  14590, to provide bidders with a question session.  Walk-through at the existing Town Hall will follow this session.

Attention of the Bidder is particularly called to the Owner's sales tax exemption, the requirements as to conditions of employment to be observed and the prevailing wage rates to be paid under the contract. In addition, the Bidding Documents for this project contain detailed
requirements for the qualification of Bidders.  These include, among other things, rigid bonding and insurance requirements, financial statements, bank references, lists of lawsuits, arbitrations or other proceedings in which the Bidder has been named as a party, a statement of surety's intent to issue Performance and Payment Bonds, and a description of other projects of similar size and scope completed by the Bidder.  Bidders will comply with New York State prevailing wage and supplement requirements which must be complied with on the Project.

  

Bids shall be prepared as set forth in "Instructions to Bidders", enclosed in a sealed envelope bearing on its face the name and address of the Bidder and the title of the Work to which the bid enclosed relates.

  

Each Bidder shall include a Bid Bond, Certified Check, or Bank Check with its bid; security in an amount not less than five percent (5%) of the base bid in the form and subject to the conditions provided in the "Instructions to Bidders." 

   

No Bidder may withdraw his bid within forty-five (45) days after the actual bid opening.

  

The Town of Huron reserves the right to waive any and all informalities in or to reject any or all bids.

  

The Owner further reserves its right to disqualify Bidders for any material failure to comply with the "Instructions to Bidders".
