A LAW TO ESTABLISH SPECIFICATIONS FOR
ACCEPTANCE OF NEW HIGHWAYS BY DEDICATION.
Be it enacted by the Town Board of the Town of Huron as follows:
Specifications for New Highways by Dedication.
•A. No land shall be accepted for dedication as a town highway unless:
•1. The highway meets following specifications for new highways:
•(a) The right-of-way shall be at least 60 feet wide.
•(b) The highway shall have a sub-base, consisting of bank run gravel, which shall be at least 30 feet wide, and at least 8 inches deep, compacted.
•(c) The highway shall have a base, consisting of crushed gravel, which shall be at least 30 feet wide, and at least 4 inches deep, compacted.
•(d) The highway shall be paved, and shall be either:
•(i) Triple-surfaced, treated with two inch number 2 stone and then two coats of number 1 stone with 2 2 gallons bituminous materials;
•(ii) Surfaced by a paver, with a 1 2 inch binder, and a one inch top; or
•(iii) Surfaced by a motored paver with four inches of number 2 binder and two inches of number 1 topcoat
•(iv) Surfaced by a motored paver with four inches of number 2 binder and two inches of number 1 topcoat.
•(e) The centerline of the highway shall be elevated two feet above the ditchline.
•(f) The pavement, base and sub-base shall have a slope of approximately 1/4 inch per foot downward from the centerline, except that the outer 5 feet of pavement on each side shall have a slope of approximately 3/4 inch per foot downward from the centerline.
•(g) All dead end roads shall end with a 100 foot by 100 foot right-of-way with no driveway access.
•2. Plans and specifications are submitted to the Town Highway Superintendent before construction begins; and
•3. The highway is approved by the Town Highway Superintendent as meeting the specifications set forth in (1).
•B. To the extent these specifications are inconsistent with highway specifications contained in the Subdivision Regulatins for the Town of Huron, adopted by the Town Board on August 14, 1968, these specifications shall supercede the Subdivision Regulations, except that the Subdivision Regulations shall not be deemed superceded to the extent they are more restrictive than these specifications.
•C. This Local Law shall take effect immediately upon filing with the Secretary of State.
