Water District No. 6 Project
Preliminary Notification of Possible Impact to an Important Land Resource
The U.S. Department of Agriculture, Rural Development, is considering a final application for financial asistance from the Town of Huron for their Water District No. 6 Porject. The project involves the installation of appriximately 57,500 linear feet primarily along the road right-of-way but also along easements on private roads or across properties between roadways. The affected roadways include portions of Lake Bluff Road, LeRoy Island Road, Garner Road, Owens Shore Road, Tosch Road, Sunset View Road, Sunset Lane, Bonnie Castle Road, Lummisville Road and Sloop Landing Road. In addiiton to the watermain, the project inlcudes hydrants, valves, road crossings, excavation and bedding materials, watermain connections, residential hook-ups, and surface restoration. Residents of this area of the Town are dependent upon individual well supplies that typically produce limited yields of quality water.
If implemented, the proposed action may impact areas of Floodplains, Wetlands, Areas of Archeological Sensitivity and Land located within an Agricultural District. The purpose of this notice is to inform the public of this possible result and to request comments concerning (1) the impacts of the proposed location on Floodplains, Wetlands, Areas of Archeological Sensitivity and lands located within an Agricultural District (2) alternative sites or action that would avoid these impacts and (3) methods that could be used to reduce these impacts.
The proposed action is available for review at the following Rural Development office located at 3037 Count Road 10, Canandaigua, NY 14424-8007.
Any person interested in commenting on the proposed action may do so by sending such comments within 30 days following the date of this publication to the Town of Huron, 1080 Lummisville Road, Wolcott, NY 14590.

1. The Town Board has proposed to create Water District No. 6 (the "District") of the Town of Huron (the "Town").
2. The purpose of the District would be to construct, maintain, extend, repair and regulate such facilities as may be appropriate for the purpose of supplying the inhabitants of the District with pure and wholesome water for domestic and commercial uses, and for protection against fire.
3. A report entitled Engineering Report for the Town of Huron Water District No. 6, dated January 2010 (the "Map, Plan and Report"), prepared by David M. Doyle, P.E of MRB Group, Engineering Architecture & Surveying, P.C., a competent engineer duly licensed by the State of New York was accepted by the Town Board on January 19, 2010, and is incorporated by reference. That Map, Plan and Report details the water mains and other facilities of the water system proposed to be constructed, including connection points in the Town of Huron, through which the District will obtain water through arrangements made by the Wayne County Water and Sewer Authority, and includes a map showing the boundaries of the proposed District and water system.
4. A copy of the Map, Plan and Report has been filed with the Town Clerk, and is available for public inspection during regular business hours at her office.
5. The District is proposed to include the lands described on the annexed Schedule A.
6. The District is proposed to include improvements as set forth in the Map, Plan and Report, including construction of:
(a) 12-inch water main on Lake Bluff Road, beginning with a connection to the existing 12-inch water main at the intersection of Ridge Road and Lake Bluff Road and continuing north along Lake Bluff Road to the intersection of Lummisville Road; and
(b) 8-inch water mains (i) on Lummisville Road, between Lake Bluff Road and Sodus Bay; (ii) on Lake Bluff Road, between Lummisville Road and the Leroy Island Bridge, including approximately 1,300 linear feet north of the Lake Bluff Road intersection to the existing campground property; (iii) from Lake Bluff Road to and onto Leroy Island, including the island's internal water main loop, and a hanging water main pipe on the Leroy Island Bridge; (iv) on Lake Bluff Road, between the Leroy Island Bridge and Lake Ontario; (v) on Sloop Landing Road, between Lummisville and Lake Bluff Road; (vi) on Sunset View Trail, Tosch, and Owens Shore Roads, between Lummisville and Lake Bluff Roads; and (vii) along Bonnie Castle Road and Sunset Lane between Lummisville Road and the northern terminus of Huron Water District No. 4.
7. The maximum amount proposed to be expended for construction or acquisition of improvements for the project shall be Three Million One Hundred Thousand Dollars ($3,100,000).
8. The estimated cost of hook-up fees is $1,300 per connection, inclusive of the water meter, appurtenances and inspection charges. In addition, to connect to the water mains, each property owner must hire a contractor to install a one-inch line from the roadside water main connection to their house or building, at the average cost of about $10.00 per linear foot (resulting in a charge of $600.00 for a typical distance of about 60 feet).
9. The estimated annual cost of the District to the typical one-family home is $630 (including $370 debt service and $260 cost of water), as detailed in the Map, Plan and Report, and to the typical two-family home is $1075 (including $555 debt service, or 1.5 times the one-family cost, and $260 per family cost of water), not including the costs to hook up.
10. Pursuant to Town Law §202, the cost of construction of the water system would be assessed by the Town Board, in proportion as nearly as may be calculated, to the benefit which each lot or parcel would derive from the water system. The Town Board may also impose other appropriate charges allowed by law, including but not limited to charges for usage of water based upon water rates, water meter charges, and hook-up fees.
11. The proposed method of financing for the District is a loan of $3,100,000 being financed through borrowing through a Rural Development Loan from the United States Department of Agriculture.
12. Therefore, the Town Board orders that a hearing shall be held on the 16th day of February, 2010, at 7:30 p.m., by the Town Board at 10880 Lummisville Road in the Town of Huron, County of Wayne and State of New York on the proposal to establish the District, at which time the Town Board shall consider the Map, Plan and Report, and hear all persons interested in their subject matter or the establishment of the District.
13. It is also ordered that a certified copy of this Order shall be published in the Times of Wayne County on January 31, 2010, and the Town Clerk shall also cause a copy of this Order to be posted on the sign board of the Town maintained pursuant to Town Law §30(6) on or after January 27, 2010, but no later than February 5, 2010.
14. The Map, Plan and Report contains a detailed explanation of how the estimated costs for the typical property in the District were computed.

The estimated cost for the owner of a typical One or Two-Family Home located in proposed Town of Huron Water District No. 6 is calculated as follows:
1. Debt Service. This is projected to be $370.00 per year per Benefit Unit. This amount is derived by taking the annual debt service, based on a thirty-eight (38) year term at three and one-quarter percent (3.25%) per annum rate of interest, of the total amount to be borrowed of $3,100,000, and dividing it among the estimated 390 Benefit Units (based on the Town's Benefit Unit Policy assigning one unit to a Single-Family Home and 1.5 units to a Two-Family Home).
2. Commodity Charge. This includes water, operation and maintenance, and a base/service charge, and is based on a quarterly meter charge of $15.00 for each Service, and a water usage of 50,000 gallons per year per dwelling unit at $4.00 per thousand gallons, or $260.00 per year per dwelling unit.
3. Connection (Hookup) Fee. This is a one-time charge of $1,300.00 for each Service connection, payable to the Wayne County Water and Sewer Authority, the purveyor of the public water supply or the Town of Huron, as applicable depending upon the time of connection.
4. Water Service Installation Fee. This amount, to be paid by each Service connection, is estimated from the current price charged by contractors in Wayne County, New York area for work of this kind. It is based upon an estimated cost of $10.00 per linear foot (for a standard 1-inch service), with an estimated distance of approximately 60 linear feet from the roadside water main connection to the house, for a total charge of $600.00.
Based upon the above, the maximum cost to the Typical One-Family Home for the first year is estimated to be $2,530.00 (including the one-time Connection Fee and Water Service Installation Fee). After that, the estimated maximum cost to the Typical One-Family Home (which would include the Debt Service Charge and Commodity Charge described above) would be $630.00. Further, the maximum cost to the Typical Two-Family Home for the first year year is estimated to be $2,975.00 (including the one-time Connection Fee and Water Service Installation Fee). After that, the estimated maximum cost to the Typical Two-Family Home (which would include the Debt Service Charge and Commodity Charge described above) would be $1,075.00.
